Job Description:
The Arusha City Council Investment Company Limited is a Secular Company Under Arusha City Council Committed to expand Investment and Business related opportunities in Arusha City. Arusha City Council wish to recruit a qualified and highly experienced personnel to undertake the functions and responsibilities of the Chief Executive of the said Company for a contracts of two years newable subject to satisfactory performance and completion of the project.
Responsibilities and Tasks:
1) Consult the Director of Arusha City Council on how to expand business and Investment opportunity in Arusha City Council
2) In Consultation with the City Director propose champion as well as managing the kind of investment required to be established in the four open investment opportunity areas within the City
3) Inspects Company properties and plan for relevant maintenance
4) Plant properties development for the Company
5) Assist in developing Company building maintenance modernization policy
6) Management of Leases/Agreements for ternants and occupants
7) Ensure that landed properties are kept in manners that fits the requirement of local authorities
8) Advises management on the disposal of properties according to the laws and accepted procedures
9) Set property development objectives
10) Ensure that all legal requirements are met, i.e. all statutory and non statutory payments are made on time, such as property taxes, land rent and insurance.
11) Develops individual target and performance standards of the Company as part of the individual performance agreement in consultation with the City Director
12) Prepare, review targets and performance standards as part of the individual performance agreement in consultation with the City Director
13) Prepare and supervise Estate Manager and the Manager of Arusha Meat Company for better performance.
Qualification of Successful Candidates:
• Holder of Master Degree in the following Fields:- Environmental Engineering, Architecture, Building Economics, Civil Engineering, Land Management and Valuation or its equilvalent. S/he must have computer skills and must have been registered as a Consulting Engineer/Valuer with the relevant Board.
• At least 10 years of relevant professional experience in the area of Estate and Investment Management
• Demonstrate experience in Estate Management, Planning and Economics Business Management
• Good judgement and discretion to represent Arusha City Council Investments Company Limited in a high professional manner as well as respect for Local Culture
• Solid relationship-building skills, ability to interface with external constituents
• Capacity to contact and interact openly, honestly, and professionally with individuals in a culturally appropriate manner.
Remuneration and other Benefits:

The Arusha Urban Water Supply and Sewerage Authority (AUWSA) is a legally established entity responsible for the overall or and sewerage services in Arusha City. It is among of the best Authorities in Tanzania.

Required Qualifications and Experience:
The successful applicant must be/have:
A holder of Bachelor of Science Degree /Advanced Diploma in Civil/ Environmental Engineering from a recognized Higher Learning Institution. Must be registered with the Engineers Registration Board of Tanzania.
Two years working experience as an Engineer in the environmental/sewerage field.
A strong IT knowledge including AutoCAD or any other engineering application software.
Employment Terms: Three years Contract - Renewable upon satisfactorily performance.
Main Duties & Responsibilities:
Head of Section responsible for administrative issues on day-to-day basis.
Planning and implementation of effective urban sewerage operation and treatment system.
Preparation and supervision of baseline house-to-house sewerage customer survey in order to get correct sewerage data and information and making sure the information is entered in the Authority's Database.
Preparation and conducting of training programmes for sewerage staff on the use of sewer and safety equipments such as, gas detectors, safety belts, oxygen masks, and rooter worm machine, municipal Winches and ventilating machine. .
Recommending to management team sewerage issues which need corrective measures in cost effective manner in order to avoid unnecessary costs.
Ensuring that all customers who are provided with sewer services pay their bills without delays, in collaboration with the Customer Services Department.
Recommending plans for future investment in sewerage system.
Take appropriate action for illegal sewerage-cases.
Encouraging and sensitizing customers with properties close to our sewer truck mains to get connected.
To make sure that only allowable waste water is discharged to the sewerage network by analyzing the waste water frequently (particularly from industries).
Compilation of weekly, monthly, quarterly and annual sewerage operations and maintenance reports.
Managing efficiently and effectively sewerage section resources.
Ensuring maximum safety measures during sewerage operations.
Liaising with Planning and Construction Engineer on new sewerage works development and working as a team.
Performing any other duties as may be assigned by the Technical Manager.

A strong IT knowledge including AutoCAD or any other engineering application software.

Main Duties & Responsibilities:
Assist the Head of Section in carrying out all designs, management, development, maintenance and rehabilitation of water network infrastructures.
Advising on maintaining of proper records of water network inventory and monitors all factors affecting the network.
Assisting to liaise with Customer Service Section in handling customer complaints relating to water supply.
Carrying out studies for water losses and recommend the corrective measures to solve the problems.
Assisting in keeping record of daily major and minor breakdowns of water distribution system and cause for prompt repair of the same.
Supervising the activity of curbing technical losses of water through leakages, breakages, system overflows etc.
Performing any other duties as may be assigned by Water Network Engineer.
